Proposal for amendment to the Swedish National Board of Housing, Building and Planning's regulations (BFS 2025:13) on lifts and safety components for lifts

The Swedish National Board of Housing, Building and Planning is proposing amendments to the Swedish National Board of Housing, Building and Planning's regulations (BFS 2025:13) on lifts and safety components for lifts to implement parts of the EU's new omnibus directive (EU) 2024/2749. The directive aims to strengthen the EU's preparedness for crises by making it possible to get necessary products onto the market more quickly. For the lift area, this means, among other things, new rules for assessing conformity and presumption of conformity in crisis situations on the EU's internal market. The proposed amendments do not entail any major changes to the technical requirements for lifts, but mainly concern special procedures that can be used during crises. The rules are proposed to enter into force on 15 November 2026.


The Swedish Elevator Association supports the proposal in its entirety. However, prior to the entry into force of the proposed provisions, certain clarifications and practical guidance are requested to ensure effective and uniform application.
